Revise
Now that I know the Latex house paint will not peel off the plastic without multiple layers of paint, I needed to decide my next steps. After talking to my artist mentor I decided that I would think of the clear plastic as a part of the work and not as a temporary surface.
I used brighter color paints to create a new work on the plastic. This time, however, I cut a shape out of the plastic and poured the paint on top, moving the plastic in all directions so the paint would drip and cover all edges of the plastic. This process takes much longer than cutting the paint shape out after it dries but it eliminates the problem where I could not cut the plastic close enough to the paint without cutting the paint itself. The only problem now is that as the paint dried, the ends of the plastic have curled up. My desire is for the piece to lay flat on a surface and look flush with its surroundings. Even after adding heat to the edges of the plastic it will not keep from curling.
I am now trying to rethink possible materials and ideas to get the look in the work that I desire.
